About the Position:The Alaska District is seeking to fill a Program/Project Manager position located in the Programs and Project Management Division, Environmental and Special Programs Branch, Formerly Used Defense Sites Section. This position is being filled as a Temporary Promotion and/or Reassignment NTE 1 year. This position may be extended up to a maximum of five years. It may become permanent without further competition. This announcement may also be used to fill Program/Project Manager positions in other sections of the Environmental and Special Programs Branch. An ideal candidate will have strong experience in environmental restoration or a background in environmental projects. Candidates will have exceptional customer services skills and have experience dealing with multiple stakeholders to include the public. Candidates will possess an in depth knowledge of project management fundamentals to include developing/managing scope, scheduling, budgeting and project risk management. About the Location:Anchorage, Alaska, with a population of 292,000, offers rich culture from unique shopping and dining to fishing, hunting, camping, skiing, snowboarding, snowshoeing, and dog sledding. It is home to the University of Alaska Anchorage and other smaller community colleges. Winter delivers snow and ice conditions from November through March with 6 to 8 hours of daylight and average temperatures of 20 to-10°F; Summer sees up to 18 hours of daylight and average temperatures in the mid-70s.

  • Responsible for the direct supervision of Project Managers, technical staff and support staff within a Section of PPMD.
  • Serve as Program and Project Manager, responsible for the overall management, control, coordination and execution of assigned programs and projects.
  • Coordinates the planning, design, cost engineering, construction, and environmental considerations, etc. for engineering projects of considerable scope and complexity.
  • Controls and manages project milestones and budgets from planning through construction and initial operations.
  • Represents the District Commander, as the district's primary point of contact for projects assigned with sponsor/customer, Federal, state and local government agencies, Congressional interests, other external organizations and higher authorities.

Basic Requirement: This position has a basic entry requirement. The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four year course of study with a major in the professional or scientific field.

Basic Education Requirements for Engineering Positions (0801/0819): Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum NOTE: THIS DOES NOT INCLUDE ENGINEERING TECHNOLOGY; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.


Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

Written Test-- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.

Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.

Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) (NOTE: You must attach a copy of your transcripts for verification and documentation supporting one full year of professional engineering experience acquired under a professional training program or under professional engineering supervision or guidance).

Basic Education Requirement for General Physical Science Positions (1301): Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience Required: In addition to meeting the Basic Education Requirement Qualified Candidates for this position must also identify in their resume that they possess one year of specialized experience equivalent to the next lower grade level/pay band (GS-12) in the federal service that demonstrates the following: Technical experience in the environmental restoration field to include contaminated site assessments, site investigations, remedial designs, remedial actions and/or closures.
